Turn the Instant Pot to Sauté mode. Add the garlic-infused olive oil and let it heat up.
Add the ground beef to the hot oil. Season with kosher salt, black pepper, 1/2 tablespoon of dried basil, and 1/2 tablespoon of dried oregano. Sauté for a few minutes until cooked through.
If using tomato paste, stir it directly into the cooked hamburger now, right before turning off the machine.

Pour the uncooked gluten-free noodles directly over the meat. Pour the 4 cups of beef broth right over the top of the noodles. Do not stir.
Add a little bit of salt over the noodles. Gently pat down the pasta to ensure it is covered by the liquid.
Pour the 28 oz can of crushed tomatoes over the top. Add the remaining 1 tablespoon of dried basil, the remaining 1 tablespoon of dried oregano, and the paprika and green onions/dried chives/scallions. Gently stir just the top sauce layer—do not stir the whole pot.
Tuck the 2 bay leaves into the liquid. Close and lock the lid, and set the valve to sealing. Cook on Manual/Pressure Cook for 3 to 4 minutes.
When the timer goes off, perform a quick release of the pressure. Open the lid, remove and discard the bay leaves, and give the entire pot a good stir before serving.
