Wash and soak the rice for 20 minutes. Drain the water and set aside.
Heat a pressure cooker and add oil and butter.
Add cloves and cardamom to the cooker.
Add green chilli and capsicum. Fry for 2 minutes in medium to high flame.
Add the chicken stock cube and mix well.
Add 3 cups of water and salt. When it starts bubbling, add the drained rice and food color.
Let it boil on high flame. When it starts bubbling, close the lid without the whistle.
Boil on high flame for 3 minutes, then turn the flame to low and cook for another 12 minutes.
Turn off the flame and let it rest for 5 minutes before opening.
